I am glad to welcome the organizers and guests at the International Conference on Information Security «Infoforum-Ugra».
I am sure that this forum will provide an opportunity for participants to discuss existing challenges and problems in the information space,
and possible ways to solve them.
As you know very well, the modernization of various sectors of the economy and the active digitalization of all significant spheres of life are associated with the need to increase activity in terms of ensuring information security during events like this conference.
Today, particularly topical issues are the support and development of the information security industry in the context of economic sanctions, as well as the need to strengthen the interaction of states and organizations in the face of new challenges and threats that arise in the digital space, and mechanisms for implementing the tasks of protecting the digital sovereignty of states.
At the same time, we are all united by the main task to ensure the technological independence of the state and making sure that citizens’ data is secure. Only consolidated actions by the state, scientific and business communities in digital space are able to effectively and in a timely manner provide an adequate response to them.
It should be noted that the Ministry of Digital Development of Russia is currently carrying out a number of activities in all designated areas.
But the successful implementation of such activities is possible only with the combined efforts of public authorities and all other interested participants, including developers of information technologies and information security tools, research and educational organizations.
To improve the cyber resilience of the state, an integrated information security system of the Russian Federation is currently
being created. For this purpose, Decree of the President of the Russian Federation No. 166 dated March 30, 2022 «On measures to ensure the technological independence and security of the critical information infrastructure of the Russian Federation» was developed and is being implemented, aimed at implementing measures to replace import substitution of information security tools. Also, within the framework of this Decree, Methodological recommendations were developed on the transition to the use of Russian software and the implementation of measures aimed at the accelerated transition of public authorities and organizations to the use of Russian software in the Russian Federation, approved by order of the Ministry of Digital Development of Russia dated January 18, 2023 No. 21. In addition, Decree of the President of the Russian Federation No. 250 of May 1, 2022 “On additional measures to ensure the information security of the Russian Federation” introduces the personal responsibility of the deputy head of organization for ensuring information security at the enterprise and provides for other measures designed to increase the stability and security of operation of information resources of the Russian Federation.
